# Canton approves CIP-0127 for on-chain Featured App and Super Validator locks

**By [CantonNews](https://cantonnews.org/author/cantonnews), Editorial Team** · Published 24 October 2026 · TECHNOLOGY

> Canton has approved the design for automating CC locks. Its 30-day migration windows begin after required MainNet deployments, with separate stages for app and Super Validator enforcement.

_CIP-0127 was approved on October 23, 2026. Its migration windows depend on delivery of the required MainNet software._

Canton’s Super Validator operators have approved [CIP-0127](https://lists.sync.global/g/cip-announce/message/100), the design for enforcing Featured App and Super Validator Canton Coin locks on-chain. The October 23 approval notice recorded a passing quorum with 10 votes in favour and three non-votes.

The [vote opened on October 19](https://cantonnews.org/canton-votes-on-automating-cc-locks-for-super-validators-and-featured-apps) has now passed. The software will be delivered in stages: Super Validators and Featured Apps will each get a 30-day migration period, beginning only after the software required for their respective locks is live on MainNet, Canton’s production network.

## From locking policy to automatic enforcement

Canton already has a [locking framework for Super Validator rewards under CIP-0105](https://cantonnews.org/cip-0105-sets-locking-framework-for-canton-super-validators) and [CC locking requirements for Featured Apps under CIP-0116](https://cantonnews.org/canton-network-approves-cip-0116-introducing-cc-locking-requirements-for-featured-app-status). CIP-0127 supplies the mechanisms to create, manage and monitor those locks, replacing manual enforcement in stages.

The [approved design](https://github.com/canton-foundation/cips/blob/06c72958e1f4c922e79d3db2c8869d65d558dd39/cip-0127/cip-0127.md) allows the owner of locked CC to be different from the app or Super Validator it supports. A funding provider can therefore supply a lock for another operator. Permissions determine who can unlock or replace the funds.

A compatibility mode allows wallets supporting Token Standard V1 two-step transfers to create locks, begin unlocking and withdraw funds as they become available under the unlocking schedule. More advanced workflows require further wallet integration. The [lock-transfer mechanism added to the proposal earlier in October](https://cantonnews.org/canton-proposal-adds-a-way-to-transfer-locked-cc) is also part of the approved design: ownership can change while the CC remains locked for the same app or Super Validator.

## What happens when a lock falls short

The design changes two enforcement rules from the earlier locking policies. A Featured App with insufficient locked CC would lose its reward eligibility temporarily when the shortfall is detected. It would then have a default seven-day window to restore the required amount before its Featured App right is permanently revoked. This adds a recovery period to the earlier policy’s immediate removal of featured status.

For Super Validators, the temporary reduction in reward weight would instead take effect immediately on detection. CIP-0127 removes the earlier seven-day delay before that temporary reduction. A separate, default 30-day recovery period remains before an applicable reduction becomes permanent. The settings can be changed through Super Validator voting.

These are reward-enforcement rules. A Featured App’s temporary suspension concerns its ability to earn featured rewards; it does not describe shutting down the application. Super Validator reward weight determines its share of rewards.

## Two migration clocks, neither starting at approval

The six-stage delivery plan, with each stage called an increment, begins with basic lock operations and ends with automatic enforcement. The important deadlines depend on those capabilities reaching MainNet:

- **Super Validators:** Increment 1 supplies the initial lock-management capability. Its MainNet deployment starts the 30-day period for moving SV locks on-chain.
- **Featured Apps:** Increments 1–3 must be live before their 30-day migration period begins. These add provisional locks for applications seeking featured status and the fuller controls needed by operators and staking apps.
- **Automatic enforcement:** Increment 4 handles Featured App shortfalls. Increment 5 adds automated minting of SV rewards into locks, while Increment 6 handles SV shortfalls.

![CIP-0127 has two deployment-dependent migration paths. SV Increment 1 reaching MainNet starts a 30-day migration period. Featured App Increments 1 to 3 reaching MainNet start their 30-day period. Automatic enforcement follows additional delivery and activation steps.](https://pnyaxwohgkgczwuvbaqg.supabase.co/storage/v1/object/public/article-images/cantonnews/2026-10-24/d0c6bc6a3c7310c576d2d5bd708708832c26a67c68a67fd179a0c70303c6db6a-locks-migration-path.webp)

_Dependency timeline derived from_ [_CIP-0127’s delivery and migration plan_](https://github.com/canton-foundation/cips/blob/06c72958e1f4c922e79d3db2c8869d65d558dd39/cip-0127/cip-0127.md#incremental-delivery-plan)_. Each 30-day window begins with the required MainNet deployment, not the October 23 approval. The plan supplies no calendar launch date._

SV enforcement has an additional dependency: the [proposal to represent individual Super Validator reward rights on-ledger](https://cantonnews.org/canton-proposal-would-make-super-validator-reward-weights-easier-to-track), which remained [open at the reporting cutoff](https://github.com/canton-foundation/cips/pull/273). After the required implementation reaches MainNet, an SV vote must activate automatic enforcement and further votes must record historical reward totals. Only once those records are complete can the Foundation end its manual monitoring of SV shortfalls.

Operators should watch for the MainNet software deployment that starts their migration period. Approval alone does not start either 30-day clock.
