# Canton’s Universal Burn proposal: the benefits, costs and open questions

> The draft would bring more Canton activity into its CC fee system and offer discounts for busy applications. Bigger discounts would require a usage commitment backed by a CC deposit.

More activity on Canton could start burning CC under a proposal that would also offer discounts to businesses running busy applications.

The [Universal Burn proposal](https://cantonnews.org/canton-proposal-would-extend-cc-burn-across-mainnet) would bring applications using dedicated infrastructure into the same fee and reward system as the network’s shared infrastructure. It remains a draft, not an approved change.

## What would change?

Canton applications can use its shared infrastructure, the Global Synchronizer, or dedicated systems configured for their needs.

Activity on the shared system already burns CC, removing those coins from circulation. Dedicated systems have historically paid licence fees to Digital Asset instead.

Universal Burn would replace that separate charging model with CC fees as licence fees are phased out. Eligible applications and validators, the nodes that check transactions, could also earn rewards from the existing pools.

Businesses could keep their dedicated infrastructure. The proposal would not change the Global Synchronizer’s base price or the schedule for issuing new CC. Test environments would not burn real coins.

## How would the discounts work?

Dedicated systems handling enough sustained activity would qualify for volume discounts. Operators could receive a further discount by committing to a level of usage for at least a year and backing that promise with a CC deposit.

One example in the [draft’s pricing appendix](https://lists.sync.global/g/cip-discuss/message/882) puts the fee at 50 cents per typical transaction for a system processing 10 transactions a second. With a qualifying commitment, that falls to 25 cents, before rewards.

These are suggested rates, not approved prices. Actual fees would depend on the amount of data processed, not the value of the assets being transferred.

![Illustrative Universal Burn fees before rewards: at 10, 100 and 1,000 typical transactions per second, volume-only fees are 50, 25 and 12.5 US cents; with commitment they are 25, 12.5 and 6.25 cents. Draft parameters, not approved fees. Assumptions are in the caption.](https://pnyaxwohgkgczwuvbaqg.supabase.co/storage/v1/object/public/article-images/cantonnews/2026-10-14/c4807d9b927df1961f5be92f7e5324dd11d1f5358641431eee0977cada6082e8-universal-burn-pricing-desktop.png)

_Examples from the_ [_draft appendix_](https://lists.sync.global/g/cip-discuss/message/882)_, assuming transactions of about 16.67 KB. The commitment column assumes all traffic is committed, CC collateral worth 20% of discounted annual committed spend, and no loyalty discount. Actual fees would be based on data volume. These are not customer quotes or costs after rewards._

The deposit is not another fee or a passive investment. If an operator falls short of its promised usage, collateral would cover the shortfall. Failing to replenish it when required could lead to forfeiture. Remaining collateral would be returned when the commitment ends, under rules still to be finalised.

That makes a commitment better suited to businesses with dependable activity. Others could use volume-only pricing without making that promise. A discount also does not prove an operator would pay less overall than under its existing licence agreement.

## How could it help Canton?

Discounted fees and access to rewards could make Canton more attractive for services processing many payments or trades. Those services could use dedicated infrastructure while contributing to the wider network’s CC economy.

For customers, lower charges would depend on whether providers actually save money and pass those savings on. Applications can pay network fees on their users’ behalf, so customers would not necessarily need to buy CC themselves.

More activity paying through CC could add burn, but the total would depend on adoption and discounts. Moving existing activity to a cheaper route would also reduce its fees. Higher burn alone does not guarantee a higher CC price or that more coins would be burned than issued.

That is why [network fees](https://cantonnews.org/canton-s-q3-fees-top-155-million-in-certik-s-comparison) and [CC burned and issued over the same period](https://cantonnews.org/network) need to be considered separately. Coins held as collateral are locked, not burned.

## What still needs deciding?

The first proposal seeks approval for the framework. A second would set the detailed prices and commitment rules. The draft estimates CC burn on dedicated systems could begin in Q1 2027, with standard volume and commitment discounts in Q3 2027. Neither is a confirmed launch date.

The [operator discussion](https://lists.sync.global/g/cip-discuss/message/890) also raises questions about privacy and trust in reward reporting. The authors have described a proposed approach, but stronger verification remains future work. Another [open issue is what happens if fees change during a commitment](https://lists.sync.global/g/cip-discuss/message/892).

Our view: the useful test would be whether these terms help businesses run services people want to use. Discounts matter, but operators also need clear rules on their deposits and future charges before committing.
