The proposal provides a maximum potential Super Validator weight of five, earned in stages as specific milestones are completed and verified. The first milestone requires at least one production treasury-management transaction on Canton Mainnet within six months of approval. This could involve tokenized US Treasuries, digital cash, or a repo or reverse repo transaction supporting fund operations. Within nine months, Franklin Templeton must introduce operational, 24/7 creation and redemption for its tokenized fund, supported by the on-chain delivery and return of cash. These first two milestones are each worth one unit of Super Validator weight. The firm can earn up to three additional units based on qualifying production volume over 18 months. The framework awards 0.5 weight for every $100 million of eligible fund shares created or redeemed through the approved on-chain process.
