CIP-0119 has been approved: Free Canton Coin Transfer-Preapproval Base Duration.
Transfer preapprovals on @CantonNetwork now include a free 90-day base duration. Creating or renewing a preapproval with an expiry time within that window requires only standard traffic costs, with no additional CC fees.
Why this matters: Most exchanges require transfer preapprovals to be enabled before sending Canton Coin to a party. Previously, enabling preapprovals required paying CC fees upfront, creating a bootstrapping problem for new participants who needed CC to receive CC.
CIP-0119 removes that barrier. New validators and users can now set up preapprovals through free traffic costs alone, making it possible to onboard and receive CC from exchanges without already holding it.
Preapprovals with durations longer than 90 days still require paying CC fees, maintaining protection against overloading Super Validator nodes with long-lived preapprovals.
The design solves the bootstrapping problem while preserving the existing fee structure for extended durations.
The change will be released with Splice 0.6.9 and validators that upgrade will automatically consume the change and profit from the free 90-day base duration on preapprovals.
