Digital Asset has requested 1 million CC from the Canton Development Fund for an app that would let Super Validator operators authorise someone else to cast network votes on their behalf.

Today, the party operating a Super Validator node also submits its votes. When a different person or organisation makes the governance decisions, the operator still has to carry them out. The proposed change would let an authorised voter submit votes and vote requests directly through a compatible Canton wallet.

Each Super Validator node would still have one vote. Delegation would add another party permitted to use that vote, while leaving the operator’s existing ability to vote intact. The ledger would publicly record when a vote was submitted through a delegation.

The voting interface would keep governance functions separate from tools used to run the node. A voter could use an interface hosted by the operator, host it independently, or use a third-party host. One voter could also receive permission to act for several nodes and choose which node they are representing.

The work picks up an earlier Avro governance-app project that ended after its second milestone. Digital Asset plans to reuse its existing delegation code, review and prepare it for production, and complete the interface, testing and deployment work.

The funding request is divided into three stages: 250,000 CC for community acceptance, 500,000 CC for production readiness and 250,000 CC for rollout and adoption. The plan estimates around 22 weeks from grant approval to rollout, with payments tied to acceptance rather than the passage of time.

The proposal remains under review. Its completion criteria include an accepted network improvement proposal, testing with at least two compatible wallets, adoption by at least two Super Validator operators and a delegated vote or vote request demonstrated on MainNet.
