NETSTARS Co., Ltd. has entered into a Memorandum of Understanding with Canton Foundation to explore collaboration on Web3-based payment solutions.
The agreement focuses on potential blockchain-based payment use cases, including stablecoin payments, and brings together NETSTARS’ experience in cashless payments with Canton Foundation’s role supporting the governance and long-term development of Canton Network.

For NETSTARS, the discussions align with StarPay-X, its initiative to bridge existing Web2 payment environments with emerging Web3 technologies. StarPay-X is designed as a natural extension of current cashless payment experiences rather than a system tied to a single blockchain, wallet, or service provider. Its stated aim is to give merchants and consumers greater flexibility in how they choose and use digital payment methods.
Canton Network is designed with a focus on privacy, interoperability and compliance. Those characteristics are central to the collaboration discussions, particularly for payment environments where connectivity must be balanced with practical requirements around data protection, controls and regulatory expectations.
Under the MOU, NETSTARS and Canton Foundation plan to discuss and evaluate possible approaches for more flexible digital payment experiences that can evolve with future technology. The agreement does not commit either party to launch a product, service, implementation or commercial arrangement at this stage.
Thomas Chou, Head of APAC at Canton Foundation, said the organization looks forward to exploring potential applications of blockchain technology in payment-related environments with NETSTARS. Tsuyoshi Ri, President and CEO of NETSTARS, said the MOU creates a basis for discussing how Web3 technologies may contribute to future payment experiences while accounting for privacy and compliance.
NETSTARS operates StarPay, an integrated cashless payment platform that allows merchants to accept QR code, mobile and digital payment methods through a single integration. Canton Foundation is an independent non-profit organization supporting the governance and long-term development of Canton Network’s shared infrastructure.
